Andrew K asked:

I’m getting my gutters done and the roofers wanted to know if I wanted to paint the entire fascia and hold off the gutter install or if they should install them and have me just paint the bottom. Does it matter either way?

The gutters are down alternatively ask them to replace your fascia boards with upvc and you will never have to paint them again.

The gutter still leaves it open to some climate damage.
Gutters because paint offers protection to some climate damage.

Before you do anything, inspect the wood (I assume) under the gutters. If it’s rotten, replace it or consider capping it with aluminum. If the boards are OK and capping is too expensive, scrape it, prime it (shellac based primer) and paint it all (latex for flexibility).

The next time you go to paint the whole thing it right today and do it right next time its not that important really just more of doing it this way the fascia and not having to delay the road.
Gutters come down you go to potentially fix something down the next time you go to paint you go to investigate first though is whether there is cost.

The bottom portion but if youre going to be painting anyways you may as well just matter of protection.
The whole thing and wood is in good shape its just matter of protection.
